The Two Harbors City Council has recently approved significant infrastructure projects aimed at enhancing the city’s water system and waterfront area.
Water Main Replacement Projects
During the April 27, 2026, meeting, City Engineer Brotzler recommended awarding contracts to Utility Systems of America, Inc. for the 4th Street and 15th Street and Alley Water Main Replacement Projects. The 4th Street project, which involves maintaining water service to the hospital during construction, has a higher budget due to its complexity. The council approved these recommendations, noting the city’s previous successful collaborations with the contractor.
Waterfront Development Plans
Efforts to revitalize the Agate Bay waterfront are progressing. The Friends of the Waterfront, a local grassroots organization, is leading initiatives to transform the area from its industrial past into a vibrant public space. Plans include improving infrastructure, safety, and accessibility to better connect the waterfront with the community.
Financial Health and Recognitions
Finance Director Miranda Pietila reported that the city’s general fund balance is sufficient to cover 11 months of expenditures, indicating strong financial health. Additionally, Two Harbors received the 2025 Project of the Year award for Intermediate Large General Aviation Airport for the new terminal at Helgesen Field.
